Large Landscape Conservation with Installment Purchase Agreements in Carroll County, Maryland

Carroll County, Maryland has preserved nearly 70,000 acres of farmland. To reach its goal of 100,000 acres, the County adopted an Installment Purchase Agreement Program which offers landwners tax free interest payments, similar to a municipal bond, while enabling landowners to sell their Agreement in return for

cash at any time or receive a final payment from the County at the end of the IPA term.
