Biographical Sketch:
Joel Clement is the Director of the US Department of the Interior’s Office of Policy Analysis, which provides economic, scientific, and program analysis to support and promote effective decision-making and policies across the Department. Formerly a canopy biologist studying lower plants in the tops of ancient trees, Mr. Clement has an extensive background in conservation science and environmental policy. Prior to his service in the Federal Government, Mr. Clement was the Conservation Science Program Officer for a private foundation where he focused on climate change adaptation strategies and improving geo-spatial data-sharing capacity in the North American West. At DOI his portfolio includes landscape-scale management, climate change, ecosystem-based management, mitigation, invasive species, and the Arctic. He serves as DOI’s Principal to the U.S. Global Change Research Program and has served on several delegations to the intergovernmental Arctic Council. In 2012 he was appointed by the DOI Deputy Secretary to lead a federal interagency initiative to develop an Arctic landscape-scale management framework that will more effectively integrate cultural, ecological, and economic objectives in the face of rapid climate change. For more information on this approach, termed Integrated Arctic Management, see http://www.doi.gov/ppa/upload/Managing-for-the-Future-in-a-Rapidly-Changing-Arctic-2013.pdf. A native of Maine, Mr. Clement stays at the top of his game here in Washington through stand-up paddling and fly-fishing, preferably at the same time.
